Notice of the State Food and Drug Administration on the implementation of the provisions on the administration of cosmetic registration and filing mat

In order to implement the relevant provisions of the regulations on the supervision and administration of cosmetics and the measures for the administration of registration and filing of cosmetics, and further standardize the administration of registration and filing of cosmetics, we hereby announce the following matters concerning the implementation of the regulations on the administration of registration and filing of cosmetics (hereinafter referred to as the regulations)

1、 About cosmetic registration information service platform

In order to facilitate enterprises to make preparations for the registration and filing of cosmetics in advance, from April 1, 2021, domestic registered persons, filing persons, domestic responsible persons, and cosmetics production enterprises can go through the online service hall of the State Food and drug administration through the national integrated online government service platform（ https://zwfw.nmpa.gov.cn ）According to the requirements of the regulations, the information service should be registered in the cosmetic registration The cosmetics registration service platform (hereinafter referred to as the new registration and filing platform) shall submit relevant materials and handle the registration and filing user accounts; from May 1, 2021, the cosmetics registrants, filing persons and domestic responsible persons shall apply for registration of special cosmetics or filing of ordinary cosmetics through the new registration and filing platform.

Since May 1, 2021, the original cosmetic administrative licensing and filing information management system (hereinafter referred to as the original registration platform) will no longer receive registration applications for special cosmetics or general cosmetics. The special cosmetics registration applications that have been submitted and accepted in the original registration platform but have not yet made the approval decision shall continue to be reviewed and approved in the original registration platform.

2、 About the registered and recorded products of the original registration platform

In order to protect the use safety of cosmetics and the legitimate rights and interests of consumers, for the cosmetics that have been registered or have completed the registration on the original registration platform, the registrant and the registrant shall, through the new registration platform, submit the standards and product label sample, fill in the product formula of domestic ordinary cosmetics, and upload the label of special cosmetics sales package before May 1, 2022 Pictures.

3、 Submission of safety-related information of cosmetic raw materials

From May 1, 2021, when applying for registration or filing, the registrant and the filing person shall fill in the source and trade name information of the raw materials of the product formula, including the raw materials with quality specification requirements in the technical specification for the safety of cosmetics, and shall also submit the quality specification certificate or safety-related information of the raw materials.

From January 1, 2022, when applying for registration or filing, the registrant and the filing person shall provide the safety-related information of raw materials with anti-corrosion, sun protection, coloring, hair dyeing, freckle removing, and whitening functions in accordance with the requirements of the regulations.

From January 1, 2023, when applying for registration or filing, the registrant and the filing person shall provide the safety-related information of all raw materials in accordance with the requirements of the regulations. For cosmetics that have been registered or filed before, the registrant and the registrant shall provide the safety-related information of all raw materials in the product formula before May 1, 2023.

4、 Test report on efficacy evaluation of freckle whitening and anti alopecia cosmetics

From January 1, 2022, when applying for the registration of freckle whitening and hair loss prevention cosmetics, the registration applicant shall submit the human efficacy test report meeting the requirements in accordance with the regulations.

For the freckle whitening and hair loss prevention cosmetics applied for and registered before May 1, 2021, the registrant shall supplement and submit the human efficacy test report before May 1, 2023.

For the freckle whitening and hair loss prevention, cosmetics applied for and registered from May 1 to December 31, 2021, the registrant shall supplement and submit the human efficacy test report meeting the requirements before May 1, 2022.

5、 Annual report on general cosmetics

From January 1, 2022, the annual report system will be implemented for general cosmetics registered through the original registration platform and the new registration platform. The filing person shall submit the annual report of general cosmetics for one year through the new registration and filing platform from January 1 to March 31 of each year.
